Voter protection Manager
Location: St. Paul, Minnesota
Reports to: Executive Director
Type: Full-time
Compensation: $70,000 salary, generous benefits & paid time off.

Position Summary
The Voter Protection Manager will oversee Groundwork Institute’s Election Protection Network, ensuring voters particularly those from historically disenfranchised communities can safely cast their ballots and have their votes counted. This role leads strategy, coordination, and implementation across training, policy tracking, and hotline support. The director will build and manage a statewide coalition of partners and volunteers, monitor election administration issues, and coordinate rapid response during election cycles. This position is ideal for a highly organized, politically sharp leader who thrives in high-stakes environments and is committed to strengthening democratic participation.
Key Responsibilities
Strategic Leadership & Program Oversight
Lead and expand Groundwork’s statewide Election Protection Network
Develop multi-cycle voter protection strategy aligned with organizational goals
Build long-term infrastructure for election defense beyond a single election cycle
Training & Volunteer Infrastructure
Design and implement comprehensive election protection trainings
Recruit, train, and manage poll observers, hotline volunteers, and regional leads
Build a sustainable leadership pipeline within the voter protection network
Policy Monitoring & Compliance
Track election law changes, administrative rulemaking, and local implementation issues
Monitor polling place practices and county-level election administration
Develop compliance and escalation protocols in partnership with legal allies
Rapid Response & Field Coordination
Coordinate rapid response to voter suppression tactics or administrative barriers
Oversee hotline operations and incident reporting systems
Lead cross-organizational coordination during early voting and Election Day
Data, Reporting & Accountability
Maintain reporting systems for incident tracking and trend analysis
Produce post-election reports and recommendations
Identify policy improvements to strengthen election access
Desired Qualification
5+ years of experience in voting rights, election protection, civic engagement, or related advocacy work
Deep knowledge of Minnesota election law, voter protection frameworks, and election administration processes
Demonstrated experience managing coalitions, volunteers, or statewide networks
Strong training and curriculum development skills; experience training non-lawyers on legal or compliance content is a plus
Familiarity with hotline operations, incident tracking systems, or rapid response infrastructure
Experience working with or in communities of color and a strong commitment to racial equity in democratic participation
Excellent organizational and project management skills with the ability to manage multiple workstreams under pressure
Strong written and verbal communication skills; ability to translate complex policy or legal information for general audiences
Comfortable working in fast-paced, high-stakes environments especially during election cycles
Experience with data collection, reporting, and using information to drive program decisions
Existing relationships with legal allies, voting rights organizations, or election officials a strong plus
